2002 was the last year when the higher number of 12 points received decided the placing. Hence Estonia (with 2 times 12 points) is placed ahead of the U.K. (1 time 12 points) and Belgium (highest score 10 points) ahead of Slovenia (highest score 8 points) and Bosnia-Herzegovina (highest score 7 points).
